To catch these 2 very special pokemon all you have to do is talk to the guy in veridian city that shows you how to catch pokemon let him catch weedle . then go to cinnabar island and surf up and down on the east shore. Or you can trade with one of the other trainers that are in the house left of the pokecenter on cinnabar then surf up and down on the east shore .
